User added with Add Wiki wizard - not shown in User Directory

    Description

      Steps to reproduce:

      1. Click on "Add" and select "Wiki"
      2. Complete the fields from "Step 1"
      3. From "Step 2" select:
        1. User Scope - "Both global and local users are available in the wiki"
        2. Membership Type - "Open for any user to join"
        3. Members - add an existing member
      4. Click on "Create"
      5. After the wiki is created:
        1. See the "User Directory" (you will not see the added user)
        2. Go to "Administration - Users" (there - if you select Global) you see the added user
