The design of DW is broken during an upgrade between 5.4.5 to 6.2.1

First reported in XWIKI-11187.
Problem: when the CSS is computed, the SkinAction does not recognize the good skin and the LESSCompiler believes that the current skin is Colibri instead of Flamingo. Since the less/ directory does not exist in Colibri, there is a NPE.
