User Index icon disappears after adding an attachment to Main.UserDirectory with a normal user

Steps to reproduce:

• Create a new user
• Login with the new user
• Go to Main.UserDirectory and attach a file
• Reload the page

Notice that the User Index icon from the applications panel disappeared.

If you login with Admin user and you rollback to version 1.1, the User Index icon is visible again.
