Missing a public API to get available locales

    Description

      Currently there is an internal API:
      https://github.com/xwiki/xwiki-platform/blob/master/xwiki-platform-core/xwiki-platform-oldcore/src/main/java/com/xpn/xwiki/XWiki.java#L2362
      but nothing public (exposed to velocity script).

      Maybe it could be done in a new component and a script service?
