Allow subwiki admin to install webjars

    Description

      Programming right is required to install JAR extension because Java in it can do anything. Problem is that webjars are not "real" JARs and only contain web resources which need to be triggered on demand.

      The main challenge is to find a way to identify that a JAR is actually a webjar.
