The Distribution Wizard is always showing up after upgrading a custom war

    Description

      The use case: suppose you have a custom XWiki war that declares the recommended UI and its version in the pom.xml file. You release a new version of the war that doesn't require a new version of the recommended UI. This means that upgrading the war should be enough. The UI doesn't have to be upgraded. Unfortunately the Distribution Wizard is still showing up, even if there is nothing else to do.
