Resource reference resolved fallback on target's sibling when it should not

    Description

      When in page "Space.Page1.WebHome" we want [[Page2]] to lead to "Space.Page2.WebHome" by default, that's XWIKI-13060.

      The issue with the current implementation is that [[Space2.Page2]] might lead to "Page2.WebHome" if "Space2.Page2" or "Space2.Page2.WebHome" don't exist. That's because it tries to "fallback on sibling space" even when the source reference is no relative.
