Registration form without skin and not functional in a specific scenario

1. Login with Admin on an XE7.4.1 instance.
2. Go to Administration and click on Users.
3. Add a new user.
4. Without filling any cell, click on Close button:

Actual result:

• When you click Close, you are redirected to a blank page containing only the registration form.
• This form doesn`t have any skin and is not functional
  -If you use the register option from the menu, it works as expected.

Expected result:

• When Admin clicks on Cancel button, the registration window disappears and he see the Users page from Administration.
