"QuickLinks" panel have a link to the Sandbox even if Sandbox is not installed

    Description

      Steps to reproduce:

      • remove Sandbox.WebHome
      • go to the main page
        OR
      • install the "panel" application on an empty wiki.
      • go to Panels.QuickLinks

      You will have a link to the sandbox, even if it does not exist anymore

      It's even more embarrassing since Panels and Sandbox are 2 distinct applications.
