Annotation icons overlay the home page tools when you open the instance for the first time

1. Download and install a new XE 8.1 version.
2. Open it in any browser, but in private mode.
3. Check the home page tools (edit , add, settings)

Actual result:

• When you open for the 1st time in your browser (private mode), you will notice multiple annotation icons that overlay with the home page tools.
• After refresh, these annotations are hidden.

Expected result:

• Using the browser in private mode should not have this scenario, because there browser don`t keep any cache.
