Velocity not evaluated when creating a page from template using the inline action

To repeat:
Create a page called Sandbox.TestTemplate, use firebug to change the "syntax" dropdown to be value="xwiki/1.0" and put the following content:

$doc
*bold*

Then go to the following edit url: /bin/inline/Sandbox/TestPage?template=Sandbox.TestTemplate

Notice the bold is rendered but $doc is not being evaluated.
