Cancel button adds a new user instead of canceling the user creation

    Description

      Steps to reproduce:

      1. Go to Administration -> Users
      2. Click on "Add new user"
      3. Type "tester" inside these 3 fields: USERNAME, PASSWORD, "CONFIRM PASSWORD"
      4. Click Cancel

      You get a message saying "(tester): Registration successful." and you are able to successfully connect using the credentials: tester/tester.

      The bug doesn't reproduce on 6.4.8 nor on 7.4.4. Might be related to XWIKI-12314.
