User is still added after error registration has failed due to unknown reasons error code -10

If i try to register a new user and from administration there is not configured an email server and the option 'Use email verification' is set to Yes the message received is "Registration has failed due to unknown reasons (Error code: -10)" but the user is still added even if the message says contrary . See attach .
