Add gadget option is misleading in case dashboard preferences is set on no

Steps to reproduce :

1. Got to user profile and set the 'DISPLAY MY DASHBOARD ON THE WIKI HOME WHEN I'M LOGGED IN (INSTEAD OF THE DEFAULT DASHBOARD)' to No
2. Add some gadgets and save the page
3. Go to Dashboard.WebHome the gagets are not displayed (which is correct cause i set the option from point 1 to No )

What it is misleading is the option Add gadgets cause i can add gadgets even if option from point 1 is set on No and gadgets are shown in XWiki/Admin?category=dashboard . The option to add gadgets should be possible only when option from point 1 is set on Yes .
