Don't have the option to Edit users avatar from view mode as Admin (only my own)

    Description

      Steps to reproduce:
      XWiki version: 8.4.4, 9.0
      Browsers: Chrome 54.0.2840.100, FF 48.0

      1. Log in as Admin
      2. From the Administration Drawer click on "User Index"
      3. Click on a user (user ID)

      Expected results: As an Admin you are able to Edit all the user profile - information and Avatar image.
      Actual results: As an Admin I don't have the option to Edit the user avatar image. No Pencil appears. I can only edit the information.
