Enhance content menu icons with JS tooltips

    Description

      Just like we have for Watchlist options we could use the Bootstrap JS tooltips to describe the Content Menu actions.

      This way the icons are less cryptic and supported by tooltips labels.

      Also: improve "Actions" to "Page Actions" or "Manage Page"
