No options displayed in the Notification Menu

      Tested on default instance and with PostgreSQL database, locally.

    Description

      Steps to reproduce:

      1. Log in as Admin
      2. Click on the bell from the top right corner of the page
      3. In the right side of Notifications click Settings

      Expected results: You see a list of "types" of notifications, which you can enable or disable.

      Actual results: No options displayed.

      NOTE: Created another simple user and made some changes in pages with that user and with Admin. Still same result, no options showing.

      Tested 9.3.1 - options are showing.
