Help Panel is always displayed in English

STEPS TO REPRODUCE
1. Go to Administer Wiki
2. Click on Content > Localization
3. Set the multilingual to No
4. Change the Supported Languages to another language (FR for example)
5. Change the Default Language to another language (FR for example)
6. Click on Save
7. Navigate through the Wiki and observe the "Need Help" Panel

EXPECTED RESULTS
The "Need Help" Panel is translated into the new language.

ACTUAL RESULTS
The "Need Help" Panel is displayed always in English.
