Release Help Center Application 1.2 and update the dependency

Otherwise the RN http://www.xwiki.org/xwiki/bin/view/ReleaseNotes/Data/XWiki/9.7RC1/#HMiscellaneous are not true, see

"Macro List in Syntax Help: The Syntax Help page now displays the list of all the macros available in your wiki. This was previously covered by the XWiki.WikiMacros page which has now been removed."

So there are some issues:

• We need to release the contrib app before final release so we have the new links;
• XWiki.WikiMacros is still available in 9.7-RC-1. It comes from "Wiki Macro Application 8.4". Not sure what's the problem there.
