User is automatically set as watching a page he creates but the Automatic page watching in Preferences is set to Never

Steps to reproduce:

1. Log in as a simple user
2. Create a new page

Expected results: User isn't automatically set to watch a page he creates/updates until he makes the selections from Notifications Preferences OR he automatically gets the notifications and the Preferences are changed also.

Actual results: User is automatically set to watch the page he crates/updates but in Notifications Settings the preferences (Automatic page watching) are set to Never, by default.
