Admin users created with DW have Automatic Page Watchlist set to Default

Compared to default Admin user who has it "Disabled".

Steps:

• Create a new admin user with the DW
• Install the Standard Flavor
• Go to Profile - Watchlist: it displays the user page
• Go to Administration - User - Add user
• The Profile - Watchlist will include also XWiki.SearchConfig

This doesn't reproduce for xwiki-platform-distribution-flavor-jetty-hsqldb, where the Administrator's watchlist is empty, still the page is created for the same user add.
