HSQLDB jar missing from the WAR distribution version 9.11.1

It seems the file xwiki-9.11.1.jar does not contain the HSQLDB JDBC driver, which results in an 'org.hsqldb.jdbcDriver not found' exception when installing the distribution. The issue is solved by manually downloading the missing file and placing it in the WEB-INF/lib/ folder.
