When a user follows an other user and disable all other notifications, all notifications are actually displayed

Steps to reproduce:

• Log-in with 'UserA'
• Don't enable notifications on the user's profile
• Follow an other user ('UserB')
• Log-in with 'UserC'
• Do some changes with the UserC: add a comment somewhere
• Log-in with 'UserA'

Expected results:

• No notification displayed

Actual results:

• Notifications about what UserC have made.

Why:
It's because following an user is a "Active" notification filter. Even if there is no notification preferences' enabled, the normal filters (such as "don't display my own events") are executed but * without any other restriction*.
