Non-admin users cannot clear/mark as read notifications

If I edit notifications settings and enable "Hide notifications that you have marked as read" filter as an admin, then open notifications and "clear all" all notifications are cleared.

If a user that is not an admin and has delegated access to a specific page tree does the same, when they hit "clear all" it says all notifications removed and clears the list but on refresh all the same notifications return.
