Panels disappear when clicking on the Reset button

    Description

      Steps to reproduce:

      1. Log in as Admin
      2. Access Administer Wiki
      3. Click on Look & Feel > Panels
      4. Click on the Reset button

      Expected results: As there is no change to the panels everything remains unchanged.

      Actual results: Panels disappear when the Reset button is clicked.
