Changing icon theme is not taken into consideration in Applications panel

    Description

      STEPS TO REPRODUCE

      1. Log in as Admin
      2. Create a new page
      3. On the new page, click on More Actions > Administer Page > Look & Feel > Themes
      4. Change Icon Theme to 'Silk'
      5. Observe the icons in the wiki

      EXPECTED RESULTS

      All icons are changed to 'Silk'.

      ACTUAL RESULTS

      The icons from Applications panel are not changed. I have force refreshed (CTRL+F5) the page, cleared the cache, but still no change. Reproduced on Firefox 64, Chrome 71, Edge 17, IE11.
