Cloud Tag visibility should be limited to tags and pages the user can access. ( or at least tags with zero pages, for the user, should not be displayed )

A user is currently able to:

     see tags that lead them to a zero page list. ( not helpful )

     see tag names that may "leak" information in and of themselves ( and no pages for the tag)

I would like the ability to suppress tags from pages the user can not access.

   ( Or at least filter the list to only show tags that have pages the user can see. )
