Force users to respect the DB limit when creating a page

    Description

      Right now users can create document with long names that could reach the size limit for names in the DB.
      We should be able to retrieve this limit and to prevent users from creating such pages at UI level, so they couldn't try to save such documents.
      At REST level and scripting level, this should be also handled to return a clear exception stating that the limit is reached, to prevent trying the save in DB.
