'More Applications' link is displayed in guest mode on start of the instance and leads to Administration on first click

STEPS TO REPRODUCE

1. Start an XWiki 11.8.1 instance in an incognito/private browser mode
2. Observe the Applications Panel
3. Login (preferably as Admin)
4. Click on 'More Applications' link

EXPECTED RESULTS

Because the instance starts in guest mode, the 'More Applications' link is not displayed. After login, when clicked, it expands showing the sub-elements.

ACTUAL RESULTS

Although the instance is in guest mode, the 'More Applications' link is displayed.

After login, on first click, it leads to 'Add Extensions' page from Administration instead of expanding its sub-elements.

The issue could not be reproduced on XWiki 11.7.
