Migration R1138000XWIKI16709 is very long on myxwiki.org

    Description

      We introduced as part of XWIKI-16709 a migration that is currently taking a very long time to proceed: around 7 sec per user on myxwiki.org (to be specific it took around 5 hours for a subwiki containing 2156 users).

      This is most certainly related to the current way of performing the migration which uses the API and needs to load each XWikiUsers documents with objects.
