Allow to create Notification events not related to document

    Description

      The Notification system has been created mainly to process events that are related to XWiki documents, so it implicitely requires to specify the wiki reference, document reference etc.

      We should allow to create Event that are not related to XWiki documents to be able to display new custom kind of events for example related to remote entities for ActivityPub.
