    Description

      The Notification system currently implicitely involve to specify a user reference on a created notification. This involves that the notification is related to a user of the current wiki instance.

      This sadly limits the possible usage of notifications: you cannot provide notifications related to an external instance for example.
      We should be able to create notifications with no related local user.
