Bad panel display when changing the Width of the left/right panel columns on IE 11

    Description

      Steps to reproduce:

      1. Access "Administer Wiki"
      2. Click on Look & Feel > "Panels"
      3. From "Page Layout" click on "Both columns"
      4. Click Save
      5. Set the "Width of the left panel column" to Small, Medium & Large
      6. Set the "Width of the right panel column" to Small, Medium & Large
      7. Save after each change

      Expected results: The width of the left/right panel is changed.

      Actual results: The panels are moved to the bottom of the page no matter what option is selected.

      NOTE: This happens only on IE 11 (Tested with Chrome, Edge and Firefox latest versions and it doesn't reproduce).

      When the page is refreshed the panels are set properly.
