The placeholder text from 'Create a new panel' box does not disappear anymore when start typing

STEPS TO REPRODUCE

1. Login as Admin
2. Go to http://localhost:8080/xwiki/bin/view/Panels/
3. Observe the placeholder text under 'Create a new Panel' section
4. Click on the field and type a name

EXPECTED RESULTS

The default placeholder text is 'Panel Title'. When the user starts typing, the text disappears.

ACTUAL RESULTS

The placeholder text appears not to be grayed out, but solid, as if it's pre-filled. When the user starts typing a name, it doesn't disappear anymore, it has to be deleted manually.

The issue could not be reproduced on XWiki 12.1.
