Local users from subwiki do not receive their mentions

    Description

      STEPS TO REPRODUCE

      1. Create a subwiki
      2. Create a local user on it (e.g. UL1)
      3. Login as UL1
      4. Go to Notifications Settings > Applications Preferences and set Mentions toggles to ON (both for Notification menu and for Email)
      5. Login as Admin
      6. On subwiki, edit a page in WYSIWYG mode
      7. Type @ to display users mention list
      8. Select UL1
      9. Trigger the 'Notifications daily email' job from Scheduler.WebHome
      10. Login as local user UL1 and check the Notifications list and email(s) received

      EXPECTED RESULTS

      The local user UL1 received his mention on both Notifications list and on Email.

      ACTUAL RESULTS

      The mention is not displayed in user's Notifications list, nor an email is received.
