Scroll is badly behaving on page footer tabs on Firefox

When a scrollbar exists for the page content footer (for the list of versions or attachments for example), scrolling down is not working properly: the page tries to scroll up to reach the tab anchor.

To reproduce:

• open a fresh instance
• open attachments or history tab (really needed?)
• resize the window so that the footer of the page and the link to the page tabs are not fitting in the same window
• logged in with Admin user
• scroll smoothly to the bottom (as if you were reading the history for example)

Expected result:

• you can scroll without any difficulty to the bottom

Obtained result:

• when you scroll not too fast and release the scroll, the page scrolls up automatically (see attached video)
