Adding a naming rule for german ß character does not work

    Description

      Steps to reproduce :

      1. Go to Administration -> Edit
      2. Add a new rule for 'ß' that should be replaced with 's' and save it
      3. You'll notice that instead of 's', the replacement will be 'None'
      4. Create a page with 'ß' in its name
      5. You'll notice that the 'ß' is replaced with '%20' (space) in the URL
