'Translate' button is still not translated

STEPS TO REPRODUCE

1. Set the wiki to be multilingual, with Supported Languages: EN, FR and default language EN
2. Create a page e.g. P1 (which will have the original language EN)
3. Go to Home page
4. Switch the language in FR
5. Go to P1

EXPECTED RESULTS

The 'Translate' button is translated in French ('Traduire').

ACTUAL RESULTS

The 'Translate' button is in English. Also, if hovered, the tooltip is displayed also in English, although the wiki is in French.

Only after clicking 'Modifier' to enter Edit Mode, the tooltip is displayed in French, but the button is still in English.

The issue doesn't reproduce in XWiki 12.10.4 or 13.2.
