The first panel added on the right replace the latest one in the list

To reproduce:

• use jetty+hsqldb with the flavor package
• go to Panels admin
• notice the list of right panels: "Help.TipsPanel.WebHome,Panels.MyRecentModifications,Help.SupportPanel.WebHome"
• switch to "Panel List" tab
• add the "Quick Links" panel below the rights panels
• switch back to "Page Layout" tab
• notive the list of rights panels is now: "Help.TipsPanel.WebHome,Panels.MyRecentModifications,Panels.QuickLinks"

The "Help.SupportPanel.WebHome" (which is still displayed) has been lost.

There is no error/warning in the browser console.
