When CKEditor toolbar floats to bottom, it covers the "Save" button

    Description

      The CKEditor toolbar floats to the bottom of the edit area when the top is off the screen.  In this scenario, it covers up the bar of buttons that includes Save/Cancel/Add Summary/etc.

      Although it is possible to work around this, it still seems like it undesirable behavior.
