No notification is displayed for minor changes despite the minor event alert filter being off

Steps to reproduce

• Log in as Admin
• Clear all notifications if any
• In the notifications menu, set "Watch this wiki" ton "on"
• In User Profile > Notifications > Applications, set Notifications menu for Pages to "on"
• In User Profile > Notifications > System Filters, set Minor Event (Alert) filter to "off"
• In a distinct session, log in as a distinct user and bring a minor modification to page "Sandbox.WebHome"
• In the Admin session, reload current page

Expected result

• A notification shows up about the minor change brought by another user to page "Sandbox.WebHome"

Actual result

• The notification menu is empty.

Note that if a major change is brought, the notification shows up as expected.
