Fix order location actions and breadcrumbs while creating new page

We faced an a11y issue while BITV examination (german wcag). While creating a new page you have to set a location. If doing this with keyboard only then tab order is currently location actions first and then focussing the breadcrumbs. But we see another order. Both seeing and tabbing should be equal.

FIX:

• Changing the order of the two divs in the locationPicking macro template. This resolves the tabulation order but messes up presentation
• Presentation is restored to previous state by using a few extra rules on the classes of the two divs.
