Can't add annotations on IE 11

Steps to reproduce:

1. Login using IE 11
2. Select some text
3. Press CTRL+M and write some text
4. Click "Add annotation"

Expected results: The annotation is added to the selected text.

Actual results: The annotation box remains stuck in loading after clicking the Add annotation button.

Note: This is working on 13.8, 13.9. The issue appears starting with 13.10 and only on IE 11 (works on Chrome, FF and Edge)
