Protect the wiki descriptor page from deletion

From API point of view, a wiki exist only if it has a wiki descriptor page. So it means that if this page is deleted, the wiki is considered as not existing too: so we should prevent this page from being deleted, as it should be done through the standard subwiki deletion job.
We should probably add a protection mechanism like we have for extensions pages on those pages.
