Send WikiDeletedEvent/WikiCreatedEvent linked to the wiki descriptor page

From API point of view, a wiki exists only if the descriptor page exists. So the WikiDeletedEvent should be sent when this page is deleted: right now the event is triggered only in the job for deleting wikis.
On the same way, if a descriptor page is created and the DB of the subwiki exists, the WikiCreatedEvent should probably be sent too.
