Image style template is visible everywhere upon page creation and to all users

Steps to reproduce - as a regular user, no admin, no advanced no hidden pages:

• click the create button

Expected result:

• the templates in the list of available templates make sense for content creation

Actual result:

• the template "Image Style" is available in the list of available templates - what is it, what kind of content it creates?
  
• the template forces creation of pages under the Image.Style.Code.ImageStyles tree, where the regular user does not have edit rights, so selecting this and clicking "create" results in a screen with "You are not allowed to view this page or perform this action."
  

Thus, this item makes no sense in the list, it should maybe be available only in the space where it forces creation?
