Attachments are immediately uploaded when editing translations

    Description

      XWIKI-18810 improved the situation for avoiding attachments upload to immediately trigger a save of the page. However, this mechanism is not working well and has been reverted in XWIKI-20034 for translated pages. For those pages, the attachments need to be added in the page with the default locale, so two saves need to be performed. One for the translation content, and the other to add the attachments to the main page.
