The PDF exported using Chrome Docker Container does not include the Table of Contents

STEPS TO REPRODUCE

1. Install PDF Export Application
2. Go to Administer Wiki > Content > PDF Export
3. On 'Generator', select 'Chrome Docker Container'
4. Create a page with some Headings in its content (e.g. "Heading 1" and "Heading 2") (or use Sandbox.WebHome)
5. On this page, click 'More Actions' > 'Export' > 'Export as PDF' (make sure 'Table of Contents' is checked)
6. Click 'Export'
7. Observe the exported PDF file

EXPECTED RESULTS

The exported PDF file contains the Table of Contents located right after the cover page.

ACTUAL RESULTS

The Table of Contents is not included in the exported file.

However, when using 'User Browser' Generator, the Table of Contents is included.
