No error message in case of file uploads in comment without proper rights

    Description

      Reproduction steps:

      • Give only comment right to User A on PageA
      • Login with User A write a comment on PageA and upload an image (through image UI or by using drag&drop)
      • Save the comment

      Expected result:

      • when upload the image a notification appears informing the user she cannot do that

      Obtained result:

      • the image appears to be uploaded in the comment and is displayed
      • when saving the comment after reloading the page the image disappears and only its filename appears
