Tags are not spaced well when user does not have edit rights

• When user has edit rights, tags are well spaced and easy to distinguish. (see pic 1)
• When user does NOT have tag edit rights, different tags are difficult to distinguish  (see pic 2)

eg: robben and single tag are 2 different tags. But in picture 2, it's impossible to distinguish if they're different tags

(Since in picture 2, tags are separated by just one white space)

Suggested resolution: Make the spacing uniform in both the cases or add a bg color for tags
